[General] Quantized Inertia

And now for something slightly different ...but more of the same. 
While all of us seem to be in the quantizing mood, the question of what is quantized, what might be quantized, and what isn't quantized needs to be addressed. 
Spin is quantized. Energy is assumed to be quantized at least in the base state although at least one SPIE 2013 presenter thinks amplitude is quantized according where E=N^2 hv.
Is inertia quantized, in either the photon or the electron, ? I have no answer but this researcher in the UK, Mike McCullogh, thinks so...at least to the level of arxiv  review.
