John D,Velocity is is the eyes of the beholder!  It is a bit confusing to refer to the presumed cosmic change of speed of light over billions of years, while the more urgent matter is to consider it in terms of today's physical phenomena and theories.
Einstein introduced a lot of trouble for physics and for himself with his c is constant postulate of 1905. As you show he recanted, but it was too late: General Relativity is based on SR which is a c is constant theory, and the result is a lot of useless complication in the mathematical description.Never mind. Eddington proposed a local ether density or index of refraction of space n= c0/v  where v is the "coordinate" speed of light.  This is perfectly consistent with the gravity=acceleration and curvature picture of GR:  when a car moves on a curve it is accelerating negatively, and as Newton showed in the case of the Moon's circular motion around the Earth, this is construed as gravity.Let us keep on truckin' genuine goods, cargo cults notwithstanding.Vladimir

Wolf The speed of light is not constant. That’s a cargo-cult myth. Have a read of this article along with  http://arxiv.org/abs/0705.4507  and check out the Einstein digital papers. Thank you for the reference, which in turn cites a long list of papers that presumably present the details.

Before digging in further I wonder if this work will shed light on Mach's principle and the idea that the interaction between a local mass and the mass of distant stars is the origin of inertia? On top of that do  these ideas address whether it is the speed of light that actually changes in a gravitational field as Albrechts gravity as a refraction index phenomena would suggest. And thirdly could special relativity be explained as a kind of inertial phenomena affecting the speed of light.

THe speed of light seems to be inside everyone's model of the internals of material. perhaps we could simplify things if gravity and inertia effect its speed which changes clock rates and sizes instead of assuming its constant and asjusting the rest of the world to make that assumption work.
