This paper analyzes the properties of spacetime encountered by gravitational waves. The conclusion is that spacetime is a sea of Planck length vacuum fluctuations that oscillate at Planck frequency. This model can be quantified, analyzed and tested. It is shown that this model gives the correct energy for virtual particle formation.
