Wolf:The STOE postulates a plenum (after Descartes idea) issimilar to the ether, “space” of general relativity, and gravitational etherwith some differences. The General Relativity didn’t use Mach’s principle inits final version. So, the plenum’s relation to Mach’s principle is very nearlythe same as the “space” view of Mach’s principle. The scalar potential value($\rho$) at all points in space (3D space) is caused by all masses, sources andsinks in the universe. The equation in the paper has a factor of $\rho$. Thequantum concept of “local” is abandoned. The “local” concept had to be createdto distinguish the action within a speed of light cone or outside the cone. TheSTOE postulates the speed of waves in the plenum travel at over 10^7 $c$(Thomas C Van Flandern). So within our limit of measure the waves can effectactions. Thus, the “spooky action at a distance” (entanglement) is within thedistance limit of plenum waves. This was used in the diffraction paper thatrejected Huygens-postulate-based models (all wave models). The diffraction paper also used the idea the speed ofphotons (light) varies with $\rho$, but not as Albrechts refractive index idea.The gravitational field (proportional to the $\vec{\nabla} \rho$) implies the$\rho$ changes and, therefore, the speed of light varies in varyinggravitational field. Please expand on your third question. Special relativityholds the speed of light in “empty space” constant. The STOE suggest $c$depends on $\rho$ and that there is no “empty space”. Or, are you addressing the Lorentz factor? (I like theLorentz Ether Theory model rather than special relativity). I had thought thatif the paper idea of inertia can be put into a form of $\dot{v} = K v$ whichwould produce a exponent growth factor to some upper limit ($c$) we could getthe Lorentz factor for time and length measurements. What other fundamentalpostulates would be need?  Hodge

 Before digging in further I wonder if this work will shed light on Mach's principle and the idea that the interaction between a local mass and the mass of distant stars is the origin of inertia? On top of that do  these ideas address whether it is the speed of light that actually changes in a gravitational field as Albrechts gravity as a refraction index phenomena would suggest. And thirdly could special relativity be explained as a kind of inertial phenomena affecting the speed of light.
 
 THe speed of light seems to be inside everyone's model of the internals of material. perhaps we could simplify things if gravity and inertia effect its speed which changes clock rates and sizes instead of assuming its constant and asjusting the rest of the world to make that assumption work.
