VIV"...act of the photon rotating produces the electric charge effect."
Another way is that the photon is like a bar magnetic - is magnetic. Rotation about the direction of movement and the magnetic axis perpendicular to  the direction of movement gives the electric field, the velocity of the electromagnetic signal at the speed of the photon (light), and the observation that the coulomb field travels perpendicular to the photon at a speed much greater than the speed of light.
Maxwell's equation are empirically derived with the (unsupported) assumption that charge is a point particle. A magnetic particle whose movement produces the electric field could also work in the experiments. So a restatement of Maxwell's equations is in order and straight forward to explain the original experiments.
The Stern-Gerlach experiment rejects the model of a photon having a charge and the model of a photon composed of a pos and neg (a dipole) charges. However, SG does not reject the photon as a magnet Then the electron is an assembly of magnetics whose structure allows at least 2 magnetic N-S axis for the spin 1/2. That is, more massive particles are magnetic assemblies of bar like magnetics.
Electrons and positrons are similar assemblies with a different structure. This model for larger particles could explain why our universe has far fewer anti-matter content.
